P1 B OK'd for 3D map

MANILA, Philippines – President Benigno S. Aquino III announced on Friday that the government will spend more than P1 billion for the creation of a 3D map of the Philippines as part of its intensified efforts on disaster risk prevention and management.

The President said the three-dimensional map of the country would provide a broader geographical view for authorities in times of natural calamities, particularly in flood forecasting and damage assessment.

Aquino made the remarks after he inaugurated the improved P243-million Agno River Flood Forecasting and Warning System (FFWS) in Rosales, Pangasinan.

“One of our proposals today is the creation of a comprehensive 3D mapping of the entire Philippines. We will release more than P1 billion for this,” he said in Filipino.

“In this mapping, we will have a broader view of every corner of the country that will strengthen our ability to respond to areas prone to floods,” he added.

Aquino said the 3D map of the country will also give the government and the people enough time not just to prepare for disaster but also extend help to those in need.

He also justified the large sum of money that will be spent for the modern map of the country, saying it was meant to minimize destruction to life and property.

“I want to emphasize that we are saving lives here. Let us include the houses, property, and other livelihood of Filipinos we can help,” he said.

Aquino said the country is in a “geo-hazard area,” citing 66 provinces under threat of calamities. “It is just right to allocate such funds to protect these communities,” he said.

Before ending his speech, the President appealed to government employees to brace for any storm that may divert them from the straight path.

He said state officials should think of the people before themselves and should not be lured into corruption.

“Alam kong uulanin pa kayo ng tukso na abusuhin ang kapangyarihan at maging makasarili. Alam kong babagyuhin pa kayo ng tukso ng katiwalian. Ang panawagan ko sa inyo: maging matatag kayo, isipin ninyo ang bayan bago ang sarili,” he said.

At the inauguration of the forecasting and warning system, Aquino said: “We want to ensure that early warning signals are delivered to different local government units (LGUs) to prevent the loss of lives in the event of typhoons. This project is a proof that we are mindful of the welfare of the people.”

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) acting Administrator Dr. Nathaniel Servando said the Agno River Flood Forecasting and Warning System, established under the Official Development Assistance (ODA) of the Japanese government in 1983, is equipped with a network of eight rainfall and seven water level gauging stations.

But it was damaged in October, 2009, when typhoon “Pepeng” inundated almost 70 percent of Pangasinan.

“We don’t have control over the weather but that does not mean that there is no need to be equipped. The Agno River Flood Forecasting and Warning System will lessen the threats of natural calamities,” the President said.

Norio Matsuda, chief representative of the Japan International Cooperation Agency (JICA), said the flood warning system is instrumental in mitigating the loss of lives and damage to properties, particularly in the flood plains of Pangasinan, Tarlac, and Nueva Ecija.

“The Agno River FFWS is the second phase of a project implemented by the Japanese government through JICA. The first one is the P500-million Pampanga River FFWS, which was completed in March, 2009.

“The project aims to improve the existing gauging stations and telecommunication facilities for fast data transmission of observed data (and) to ensure the issuance of timely and reliable warnings to flood-threatened communities,” Japanese Ambassador to the Philippines Makoto Katsura said.

We can never tell if tama ba or hinde ang decision ng government to allocate budget as big as 1B pesos for that project.As long as this project aims for the benefit and safety of many that would be fine.

Our country is very much behind when it comes to technology that is why our progress is very slow and were not even productive.Having that will not assure that everyone will be safe and secure during the unpredictable and unexpected calamities and disasters. It will only give us awareness so we will be prepared.

Lets give it a try.Magiging mali lang namna yan once na pumasok na yung mga greedy na commissioner.Pag sila na pumasok bahala na ang COA or alin pa mang government bodies na incharge.

Ill go with that project.

I think tama ang decision ni Pnoy, Mas malaki kasi ang mawawala kung hindi tayo handa sa mga sakuna. malaki ang maitutulong ng 1 billion dito.

by the time they start that project

I think P-Noy approved it that based on research and recommendations from experts and scientists. If he thinks that it will  be an early warning system for any disaster that may happened to the Phils. why  not? It may be even worth every cent of it to save the country.

bilyong bilyong pera ang kinukurakot ng ibang nasa pamahalaan,sa tingin ko hindi na mali na gumastos tayo para sa tama.wag ito ang usisain nten kung tama ba to o mali,mas maganda kung yung corrupt yung tutukan :)

DOST Secretary Mario Montejo; His Excellency Makoto Katsura; Mr. Norio Matsuda, JICA; Dr. Nathaniel Servando of PAGASA; Governor Amado Espino; Vice Governor Jose Calimlim; Representative, the very able Representative Marlyn  Primicias-Agabas; Rachel Arenas and Leopoldo Bataoil; Mayor Ricardo Revita; other local government officials; members of the business community; fellow workers in government; honored guests; mga minamahal ko pong kababayan:

Naimbag nga bigat kada kayo amin apo. (applause)

Sa dami po ng mga bumibisitang bagyo sa Pilipinas taun-taon, ang tanong marahil ng ilan: hindi ba tayo nauubusan ng mga pangalang ibibigay sa mga ito? Hindi na bago sa atin ang makakita ng mga Pilipinong sumasabak sa abot-tuhod na tubig sa kalsada, mga bahay at mga sasakyang nalulubog sa baha, at mga batang nagsi-swimming sa daan. Ang iba siguro sanay nang makakita, kung hindi man makaranas ng ganito. Tayo naman po, ayaw nating maging pangkaraniwan na lamang ang mga pangitain o pagkakataong tulad ng mga nabanggit. Sama-sama man nating nalampasan ang mga nagdaang unos, hindi po natin hahayaang masanay na lamang ang Pilipino sa kawalan ng pag-asa; hindi natin hahayaang tanggapin na lamang ng taumbayan na bahagi na ng reyalidad sa ating lipunan ang kawalan ng kahandaan at solusyon sa mga problemang kinakaharap natin.

Malinaw po: hindi natin kontrolado ang panahon. Subalit hindi ibig sabihin nito na wala tayong magagawa upang makaiwas sa mga panganib na dulot nito. Ang kaligtasan ay nagsisimula sa tamang kaalaman at sa puspusang kahandaan. Kapag may tamang kaalaman, mas mababatid natin kung paano haharapin ang paparating na kalamidad. Sa pagiging handa, binabawasan natin ang banta nitong peligro, sa halip na ginugugol natin ang oras at pondo sa paglutas sa dulot nitong perhuwisyo. Hindi na po natin hihintayin pang may nagdurusa bago tayo kumilos.

Nakita niyo marahil ito noong nahaharap ang ilang probinsya natin sa banta ng tsunami. Sa loob lamang ng ilang oras, agad nating nailikas ang mga kailangang ilikas. Bagaman hindi rumagasa nang husto ang tubig, naging listo at handa ang pambansa at lokal na gobyerno, at maging ang mga mamamayan laban po dito. 

Ang pinagtatagumpayan natin ngayon, ang pagpapasinaya sa pinaunlad na Agno River Flood Forecasting and Warning System at ang bagong Agno River Flood Forecasting and Warning Center ay may patunay at matitibay na halimbawa sa matatag nating paninindigan na pangalagaan ang kapakanan ng taumbayan. Bahagi ito ng mandato natin sa bawat Pilipino sa pagdating sa kaunlaran -- walang maiiwan.

Ang FFWS at FFWC ang magiging mga susi upang mas agaran nating matimbrehan ang mga ahensiya ng gobyerno, maging ang mga kababayan natin sa mga lugar na maaring tamaan ng malakas na ulan sa inyo pong probinsya. Tunay na isang malaking tagumpay po ito. Tagumpay hindi lamang ng ating gobyerno, hindi lamang ng samahang Pilipinas at Hapon, ngunit higit sa lahat, tagumpay ng maraming Pilipinong mabibiyayaan natin ng katiwasayan at maililigtas natin sa mga pangambang dulot po ng bagyo.

Let me take this opportunity to thank the Japanese Government for their enduring partnership with our country. The completion of these two projects is timely as we celebrate 55 years of cooperation with your country and the 43rd Anniversary of Japan’s technical assistance for PAGASA. More than a neighbor, you have become and you are a brother to us Filipinos. This is why we did not hesitate to lend a hand to your people these past months when you have faced many challenges brought about by the earthquake and the tsunami. We share our sympathies with your people. It is doubly gratifying for us that you have found the time and effort to support this project. These gestures show that humanity and compassion extend farther than geographic and cultural borders. I thank you again on behalf of every Filipino.

Marami na pong dumarating na mabubuting balita sa ating bansa, ngunit sa kabila nito, hindi po nagiging kampante ang ating gobyerno. Sa halip, lalo pa tayong kumakayod upang higit pang mapabuti ang pagbabantay natin sa mga paparating na kalamidad. Prayoridad pa rin natin ang kaligtasan at kapakanan ng ating mamamayan. Ano na nga po ba ang mga nagawa at ginagawa natin upang makamit ito?

Sa tulong ng Department of Science and Technology, napabilis na natin ang pagpapatupad ng ating mga inisyatiba at hangarin ukol dito. Tinitiyak ng DOST na tuloy-tuloy ang pagpapaunlad ng mga pasilidad ng PAGASA. Mas pinarami na natin at pinagbuti ang ating automatic weather stations, rain gauges, doppler radars, flood monitoring and forecasting system. Binago na natin ang ilang kagamitang panahon pa ng kopong-kopong. Mayroon na rin pong dine-develop na sensors ang DOST laban sa mga landslides, tsunami at red tide. Ang maganda pa rito, gagawin at ididisenyo ang mga kagamitang ito sa bansa po natin. Mas makakatipid tayo at makakapaglaan ng pondo sa iba pang mga proyekto.

Pinatutunayan po ng DOST na hindi sa lahat ng pagkakataon, pera lamang ang kayang makakapagpatakbo ng isang mahusay na proyekto upang tugunan ang mga pangangailangan ng mamamayan. Sa halip na kumiling lamang sa nakalaang pondo, ipinapamalas ni Kalihim Mario Montejo ang kanyang angking-talino, disiplina, pagka-malikhain, at husay sa pamumuno upang mas makapagsilbi nang mabuti sa publiko. Kaya naman, binibigyang-pugay natin si Secretary Montejo sa pangunguna niya sa DOST, at ang buong DOST (applause) sa pagpupursigi niyang maisakatuparan ang inisyatiba ng atin pong gobyerno. Nawa’y tularan ka ng iba pa nating mga lingkod-bayan.

Isa pa po sa mga ipinapanukala natin ngayon ay ang paggawa natin ng isang comprehensive 3-D map ng buong Pilipinas. Maglalabas po tayo ng mahigit sa isang bilyong piso para dito. Sa mapping na ito, mas lalawak ang pagtanaw natin sa bawat sulok ng bansa, na magpapalakas sa kakayahan nating malaman ang mga lugar na maaaring datnan ng baha at iba pang sakuna. Malaking tulong din ito upang mabigyan tayo ng karagdagang oras para matulungan ang ating mga kababayang babahain.

Baka may ilan pong umalma sa gastusin natin sa proyektong ito. Baka sabihin nila, bakit ang laki naman ng inilalabas na pondo? Gusto ko lang pong igiit: buhay ang maisasalba natin dito. Isama pa natin ang mga bahay, ari-arian at kabuhayan ng mga Pilipinong ating matutulungan. Nasa isang geo-hazard area po ang Pilipinas, may animnapu’t anim tayong probinsya na may naka-ambang panganib. Tama lang naman po siguro kung paglaanan natin ng kaukulang pondo ang pangangalaga sa mga ito, hindi po ba?

Bago po ako magtapos, may mensahe lang po ako para sa ating mga kawani sa gobyerno. Ito pong ideya ng pagiging handa ay inilalatag natin, hindi lamang para sa naka-ambang delubyo; inilalatag natin ito sa lahat ng aspeto ng gobyerno. Alam kong uulanin pa kayo ng tukso na abusuhin ang kapangyarihan at maging makasarili. Alam kong babagyuhin pa kayo ng tukso ng katiwalian. Ang panawagan ko sa inyo: maging matatag po tayo. Isipin ninyo ang bayan bago ang sarili. Makipagtulungan kayo sa gobyerno, sa lokal na pamahalaan at sa mamamayan.

Kaya naman po: kadwaen dak nga tumurong iti nalinteg nga dalan, tapno matungpal tayo amin dagiti arapaap tayo.  (applause)

May isang oras ko pong pinraktis yun talaga, mukhang mali pa. (laughter)

Maraming salamat po at bago nga ho ako magtapos, nung ako po’y bagong kongresista, may baha kami sa Tarlac City. Dito po sa inyo, parang nakalagay na lahat, di ba: Agno, meron tayong forecasting.

Noong panahon ko po, kakausapin ko na yang Agno River Basin, kakausapin ko pa yung Pampanga River Basin. Ang ginawa po sa amin eh trumpo. Pinagpasa-pasa lang nung dalawang sangay ng gobyernong yun at wala po halos nangyari.

Dito po, asahan n’yo, hindi na ho ganun ang sistema. (applause) May problema kayo, aayusin po natin lahat yan. 

Maraming salamat at Mabuhay po kayong lahat! (applause)

Para sa akin okay lang kesa naman mas malaki ang gastusin kung dumating calamities na hindi naman tayo handa.

ok po yan basta mapunta lang sa dapat mapuntahan ang perang yan. kailangan talaga natin yan.buhay at kaligtasan ang nakataya kaya dapat lang na gastusan yan.at utang na loob wag naman kurakutin

Ok naman to become hi-tech basta tama lang yung pricing at saka it will work out talaga. Napansin ko sa mga government projects kadalasan ay hindi natatapos o di kaya under specs. Katulad ng mga kalsada, mga paaralan, water works at iba pa.

maganda pero ang tanong, maramdaman kaya ng taong bayan? baka kasi ang makaramdam lang yung nagdidisperse ng budget
