I've read opinions and have also commented on one regarding the automated electronic system of NBI clearance.

Mega Data Corporation has been servicing the computerization of the bureau for the fast issuance of clearances which is needed in applying for a job, visa, immigration, etc. Mega Data Corporation solved the congestion of applying for a clearance by opening up satellite offices and clearance centers in malls, city halls and other areas nationwide.

It is indicated in the reports that Mega Data’s contract is expiring this June 30 so naturally a new bidding will be required. But according to sources, it seems the scene is being set for a third party to come in under the guise of an emergency purchase to take over the project without the benefit of any bidding. Considering the numerous innovations and the investments that Garcia’s company has invested in making NBI services very efficient and hassle free, the public has to be assured that anyone taking over should have a system that approximates Mega Data’s - if not much better – to ensure the integrity of clearances being issued by the NBI. Perhaps Senator Ping Lacson who has been pushing for a national ID system should inquire from his former underling Director Magtanggol Gatdula what’s going on. Source:Where's the monopoly? My worry boils down to the ballooning number of unemployed who continuously apply for an nbi clearance as a job requirement in the idea of being able to support their families. It is going to be a clear unjust arrangement between the NBI and the favored contractor at the expense of the Filipinos. 

These erring government officials should be dealt with severely by no less than President Aquino to substantiate his claim for “daang matuwid”.

Thank you for sharing the same views. Kailangan naman na siguro patunayan ni Pnoy na talagang patungo ang kanyang direksyon sa daang matuwid at di lang puro salita. Gaya ng mga shooting buddies niya na sina Asec Virgina Torres and Usec Rico Puno. Malapit na siya maging worse than the previous president. Sana naman pangalagaan niya ang pangalan niyang Aquino na pinagkakatiwalaan ng mga tao dahil sa kanyang mga magulang na sina Ninoy at Cory. :(

Mali na nga po yan, at mabuti nasalaysay nyo dito yan, dahan dahan nawawala ang tiwala ko kay pnoy, kapag ganyan ang ginawa nya at di nya pinansin ito, nahahantulad na sya sa mga naging president natin na panay mga bata nila at tuta ang nakikinabang. Anyway di ko naman binoto yan, kaya yung bumoto dyan kay pnoy yan na lumalabas na yung totoong hinala ko na mangyayari sa mga gagawin nya sa administration nya at sa mga kababayan nya.

kaya sana po magtulong tulong tayo na kung meron lang papalit na megse-serbisyo sa NBI clearance, sana naman po hindi maging dagdag pahirap sa ating mga nangangailangan ng clearance maya't maya. At kahit sa unang pagkakataon eh maging ang taong bayan muna ang isipin bago pa man ang mga sarili nilang mga ganid at ka swapangan. Pag nagkataon, ito ay magiging pang matagalan na transaction at baka imbes na tumuloy tayo sa pagbangon eh lalo po tayong ma-baon. Kawawang Pilipinas :( kung lumala pa ang sitwasyon eh baka mapilitan na ang karamihan na mag migrate. :(

Di ko pa nakikita yan automated system ng NBI. Maganda yan kung mapabilis nila processo baka namn lalong tumagal tulad ng ginawa sa epassport appointment na yan.

existing na po ito. kaya po tayo nakakapag apply na sa mga malls dahil po dito. kung wlaa po ito, dun po tayo sa NBI main kukuha ng clearance gaya po nung dati na wala pa po yung present contractor nila na Mega Data Corporation. Sana lang o eh magkaroon ng bidding at hindi luto para taong bayan po ang makikinabang. Pero sa ngayon po kasi, matatapos na po ang contract ng Mega Data after so many years. paano na po iyan? di naman sila nagpapa bid. :(

Pero kung sinasabi dito na mawawala na yung NBI contractor by July 1,  paano na kung ako ay apply sa isang satelite office ng NBI (o meron pa ba nito sa July 1?),  Fast, efficient and hassle free pa kaya?

yan nga po ang hindi natin malalaman hangga't hindi dumating ang nasabing petsa. Ang magagawa nalang po natin ngayon ay ang magdasal na sana po eh makonsensya naman ang mga nasa position at di gamitin ang kanilang mga pwesto para sa mga sariling interest lamang.

Papaano nalang po ang mga kailangan kumuha ng nbi clearance? babalik po kaya sa panahon na umbaabot sa 30,000 katao ang nag iipon sa NBI taft para sa kanilang mga clearance? Huwag naman po sana!

Panawagan po natin sa media na sana po eh mabigyan ng konting panahon ang isyung ito ng i magkaroon ng dagdag pasakit sa mga taong bayan. :)

pahirap talaga mag-apply ng NBI clearance ngayon.  Biro mo ang tagal mo na sa pila 2:00am hanggang 9:00am.  Pagdating mo na sa unang step, aabutin ka pa ng 30 minutes to one hour kasi ang bagal mag-encode ng mga NBI personnel.  Expertise kaya nila ang encoding?  Ubos ang productive hours mo para sa araw na yun.  Pag minamalas ka pa at me kapangalan kang criminal,  sigurado pabalik-balik ka.  Thus,  ang dami ng deduction dahil sa absences.  Di nakakatulong ito sa ekonomiya ng bansa.

Bakit pinalitan ang isang sistema na di naman sira?  Sana improvements na lang para bumilis pa.

sabi nga ng isang blogger,  baka matulad yan sa DFA na lalong bumagal nang mabago ang sistema.  Eh,  mas malala pa sa DFA ito.  Mamumura mo ang mga taga-NBI dahil sa hindi tamang desisyon sa pagpapalit ng service provider.  Hi-tech daw?  meron bang Hi-tech na mabagal ang sistema.

atin-atin na lang ito:  sabi ng kakilala kong bubuwit,  meron daw isang criminal na sinamantala itong problema sa NBI.  Nakakuha ng clearance kahit me criminal records.  Di ba biometric system ang claim nila ng Hi-tech?  bakit nakalusot yun.  Dapat bantayan ng NBI kung maayos nga ang implementasyon ng Biometric....

Meron na rin pala nagbebenta ng numero.  250pesos hanggang 500pesos.  Haaay  buhay na naman ang mga fixers...

Questionable NBI clearance project

Spy Bits has received numerous complaints from people exasperated at having to line up for hours just to secure an NBI clearance when the processing used to take only half an hour. Sources disclosed that the problem started when NBI allowed its contract with Mega Data Corp. – which has been efficiently providing the bureau’s computerization services for so many years – to lapse last June 30 allegedly to create an “emergency” that would justify a Negotiated Procurement deal (no public bidding required) with a “favored” entity.

That entity is said to be Strategic and Comprehensive Consultants Inc. (SCCI) that went into a joint venture with Real Time Data Managements Services (RTDMS) for the interim project that has virtually sent back processing to the “mano-mano” system in regional districts and satellite offices, forcing provincial applicants to travel all the way to the Manila main office at great expense. SEC records show that SCCI is majority-owned by a certain Jefferson P. Soriano who, informants revealed, belongs to the same PMA Class ’76 of current NBI director Magtanggol Gatdula – a fact that the director reportedly admits. According to reports, Soriano used to head the PNP Bid and Awards Committee (during the time of Director General Jess Verzosa) and was also implicated in the alleged anomalous purchase of unserviceable rubber boats and outboard motors worth P131 million, and used choppers worth P104.9 million.    

The NBI clearance project is pegged at P76 million, and those in the know are wondering how SCCI could engage in a project of this magnitude when it allegedly has no track record and its initial authorized capital stock was only P1.6 million, later increased to P21 million last year (not P100 million as incorrectly stated in the NBI project brief, sources added), with zero revenue in 2009 and a total comprehensive income of P3,025 and only four reported employees as of 2010. The financial records of its partner RTDMS are no better – with a capital deficit of over P2.2 million in 2009 and some P1.4 million in 2010, with equipment worth below P200,000. Worse, SCCI is reportedly not authorized to provide IT services or supply the actual goods/services to run the project such as computers, printers, papers, software and support services.

Sources close to Mega Data Corp. (which initiated improvements in the NBI system such as the use of biometrics and the establishment of satellite offices for efficient processing of clearances nationwide) said the previous provider is prepared to continue processing NBI clearance applications even in the absence of a contract until a bidding is successfully conducted by the NBI or DOJ – but this arrangement would have to be approved first since MDC could not do it unilaterally. In fact, MDC still maintains its systems and facilities in satellite offices and malls and has put its people on standby in case the NBI would require its services.

Meantime, it’s the general public that continues to suffer, with OFWs, job applicants, visa applicants, etc. enduring long lines and sleeping overnight to get their clearances.

new system? i think it is more appropriate to say "computer system" which means new units but with inefficient system. what nbi claims as new system is the biometric system. it is deceitful to say that the biometric system that they have right now has the capability of matching. it is just a mere capture of biometrics, that's all there is. what's essential is not there which is the matching system.

i beleive we have to look deeper in this inconvenience that befell the general public. just like any other procurement, was it done in accordance with the government procurement act? the new contractor is jefferson soriano who also happens to be allegedley involved in the procurement of ghost repair of APC worth Php 300M, 2nd hand choppers, rubberboats and  to name a few. they have diversified from what only used to be land, air and water.

Dapat nga mabalik ang Bitay.  Dahil Plunder ang pwedeng mangyari sa laki ng mawawala pera sa gobyerno.

NBI did not see the money they will lose with the new system. Before June 30, 2011, NBI clearance processing was between 22,000 to 30,000 processed clearances per day. Starting July 4, 2011 (NBI was closed between July 1-3) only less than 9,000 can be processed. In the last NBI Clearance advisory (posted in the NBI website), only 5,500 applicants can be accommodated. Thus, 16,500 to 24,500 applicants will NOT be able to get their clearances.

At 115pesos per clearance, this is equivalent to 1,897,500 pesos to 2,817,500 lost daily revenues for NBI. This is approximately 41,745,000 pesos to 61,985,000pesos lost revenues per month. Or more than 500 million pesos lost revenues a year. With the new system, NBI is paying the new contractor at fix amount with an output just about 20% of the capacity of the old contractor. Will the new contractor reimburse NBI for the lost revenues of more than 500 million pesos????

500million pesos lost revenues can be considered as Plunder case,  thus,  dapat ibitay ang sino mang may sala sa perang mawawala sa gobyerno.

di ko na alam kung papaano tayo aasensong mga pilipino, sa mga government officials lang napupunta ang kaban ng yaman. ang mga mayayaman lalong yumayaman, ung mahihirap lalong naghihirap. kaya yung pagkuha ng nbi clearance, pahirapan sa ngayon. I tried once but unfortunately 5 times ako nagpabalik balik. dami ko raw kapangalan. haba pa ng pila, maghapon kang nakatayo tapos in the end sasabihin sayo balik sa ganitong petsa.

di pa ba nareresolve ito? akala ko may kaunting transition lang..... tama si SonnyWestin, ang ganda na ng sistema ng satellite offices dahil more or less efficient ito at mas mabilis. pati ba naman ito pagkakakitaan pa at the expense of the inconvenience of the common people? tama yata yung mga comment tungkol sa SONA.... pinipili lang yung mga magandang points pero yung mga crucial issues hindi tatalakayin

Noong June pa itong thread na ito naumpisahan. bakit hanggang ngayon wala pa ring pagbabago??? Talaga bang ganito nalang ang kaya i-processo ng NBI na clearance?

Dapat nasa pila ka na ng bago mag alas 6 ng umaga kundi di ka na aabot sa cut-off!!!

Bakit kasi may cut-off na? Ano nanaman bang pinag gagawa ng mga tao sa NBI???

Kahit may utos na si PNOY na ayusin wala pa rin nangyari. Wala naman yatang sumeseryosong opisyal ng pamahalan sa presidente PNOy!!!
