dalawa kasi ang pwedeng gamitin basis sa pag compute ng tax, pwede na base on zonal value and base on deed of sale, but " Which Ever is Higher" pa rin...
like for example po, you purchase a house and lot in the amount of 1.6M, but base on the zonal value plus the improvement/market value  ay lumalabas na Php 637,547.070 lang ang total value ng property, so iisipin mo na mura lang ang babayaran mo na capital gains tax... 
637,547.070 x 6% = 38,252....  that's computation base on the zonal value... 

pero "which ever is higher" kaya po kahit mababa ang declare improvement sa Tax declaration of improvement, masusunod pa rin ang amount sa deed of sale na 1.6M... sa madaling salita kung anu yung mas mataas na computation yun ang pagbabasihan ng BIR.

eh di ibig sabihin, Php 17,582 ang price ng lupa per square meter? ang layo sa agwat ng zonal value na 7K.. ang laki pala ng tubo ng developer.. kapag ba ibebenta yung lupa, san nagbabase? sa zonal value or sa price dun sa deed of sale?

ito po ang capital gains tax, any agreed selling price multiply by 6% po, yung ang dapat bayaran sa BIR na tinatawag na Capital gains tax po....

with improvement po yan... or may bahay

ang pag compute po kasi dapat lot area multiply by zonal value... 7k is the price of lot per sqm...
let's say buy ka ng house and lot na may sukat na 91 sqm the price per sqm is 7k so to sum it up the total lot selling price is Php 637,000.00 Lot only.... after po nyu macompute yung price ng lot area add nyu po yung improvement makikita nyu po yun sa tax declaration lower right side po nakalagay yun...

kind of property/ residential/market value/assmt level/assessed value...
